The high taxes in Chile (I'm convinced) aren't because of big project government spending, but because of the virtual army of workers who come out each day to sweep up every inch of the city and hand-water the entire park. I exaggerate a bit, but not by much. Santiago is (with the possible exception of Singapore) the cleanest city I've seen. There are the not-so-good parts of the city, and every city has those, but the shopping, hotel, downtown, and financial areas are just spotless.
